What version of Premiere Elements are you using and on what computer operating system is it running?
Assuming some version of Premiere Elements on some version of Windows....
When you are doing the alignments, are you using the technique...
Expanded Timeline (via -+ slider above Timeline) should help, not be counterproductive here....
a. Hold down the Alt key of the computer main keyboard and tap the right or left arrow key (1 tap = 1 frame nudge)
b. Hold down the Shift+Alt keys of the computer main keyboard and tap the right or left arrow key (1 tap = 5 frames nudge).
