Re: pre-loader versus self-paced learning

Dennis,

My sincere advice is that you need to break your course up into several separate modules and bundle them together in a Multi-SCORM Package using either Adobe's own packaging tool that comes with Cp7 and Cp8, or with another tool.

Forcing people to complete 100 minutes of elearning without a break is not a good idea.  You've already really indicated your content needs to be broken up because you have punctuated it with quizzes after every 15 slides.  So I would take each set of 15 slides plus their relevant quiz questions and make each one a separate module.  You'll end up with four or five modules of 12-16 slides each.  The duration of each module will still be around 20-25 minutes (which I personally still consider far too long).  And ALL of your other issues (latency, bookmarking etc) will be minimised.

This is the way SCORM was specifically designed to work.  Don't fight it.  Run with it.
