I have to agree with you that the design of this forum (by Jive) is simply horrible. It is hard to navigate, missing many features, and is in many ways near unusable.
But if you click on the link that Sean_Wilson posted, you will see in the upper-right area under Actions a link Start a Discussion. That's how to post a new topic.
