The character is not shift. When I type it, I directly have "<". So I have "CTRL+<" in the Edit Shortcut Panel (and in the Layer Menu next to the Flatten Image command) until I restart Photoshop. Then I have "CTRL+&" in the Edit Shortcut Panel and next to the Flatten Image command in the Layer Menu.
