Question about "Scale"

I often insert one pic into another.  When doing this I almost always have to scale the inserted pic so that the sizes look the same.  When I do this the inserted pic always has had the scale handles already enabled so that I don't have to click on "Transform>Scale".  Having had to reinstall CS5 PS after upgrading to Windows 8.1, I now have to click on "Transform>Scale".  to get the handles to show up.  Is there some setting I can choose to have them show up automatically, like my previous install?
