I downloaded the same PDF you have in your screenshot, and when I clicked on that video link I noticed a short spike (about 20% for about 2 or 3 seconds) in CPU usage. Then it went back to normal.
What I would try: disable Protected Mode in Adobe Reader [Edit | Preferences | Security (Enhanced)].
