Seems you are correct. I did a simpler test using a 3 x 3 grid of rectangular shapes as drop shapes and it worked fine using drop groups.
I must have messed something up in my original more complex 5 x 5 drop grid of rectangular shapes.
Now that I know it can work, so I will try again with a 5 x 5 drop grid of shapes.
