There is a marked workflow situation in 11 and 12 as compared to versions of the program earlier than 11.
Referring to your photo editing, you should ask for opinions on that in the Adobe Photoshop Elements Forum, especially since you probably have Picasa photos that might need transferring.
As for video editing, be advised that there are several Windows Only features in Premiere Elements.
