For grins, I tried using the code suggested by Dreamweaver 6 by dragging the .dcr file onto the page. This is different from what you are suggesting (and different from what Director 11.5 generates, too--seems nobody ever really decided how to embed these things in a standard way) but I was curious whether that worked. Obviously from my end nothing is working so hard to see if this helps...
At least there is some small comfort that the file runs on Windows...
