One of our IT associates determined that you can fix this issue by disabling the function in Internet Explorer that opens the PDF in an embedded Internet Explorer Window, and force PDF's to open in their native application.
For Adobe Reader only users:
In Internet Explorer go to Tools->Manage Add-ons->Select "Show All add-ons"->Hightlight "Adobe PDF Link Helper" and "Adobe PDF Reader"->Choose Disable All. Close the add-ons window. There should not be a need to restart Internet Explorer.
For Acrobat Pro users:
Same instructions as above, but also disable "Adobe Acrobat Create PDF Toolbar Helper"
