When this happened to me, the high level support tech finally figured out that it was due to Creative Cloud being improperly installed on my new computer. Rather than doing a clean install, the IT dept here did time-machine backup install. So it didn't work on my new computer. The solution was to uninstall and reinstall from scratch. The other thing they tried before we got to that point is to sign out and sign back in to creative cloud (both from within Premiere and also from the Creative Cloud app).
