Since it only happens while the mouse is over Photoshop (so even though Photoshop is open, it is not causing the entire computer to lag), it suggest that the problem lies with the video card in some fashion. Go to Edit > Preferences > Performance and turn of the Graphics Processor. Close and reopen Photoshop and see if the behavior continues.
